
Basel Al Bishtawi
Basel Al Bishtawi is the Managing Director of PFM Smart Systems, bringing more than 30 years of professional experience, including over two decades dedicated to Public Financial Management (PFM), Integrated Financial Management Information Systems (IFMIS), government ERP solutions, and digital transformation. In his leadership role, he provides strategic direction to the company and oversees the delivery of technology-driven PFM solutions for governments and public-sector institutions internationally.
Basel holds a Bachelor of Science in Accounting and Computer Science from Yarmouk University, Jordan. This combination of financial and technology education has underpinned his career at the intersection of public finance, accounting, information systems, and government digitalization. He is also ITIL v3 and COBIT v5 certified, complementing his experience in IT service management, governance, controls, and the management of large-scale government information systems.
Throughout his career, Basel has led and advised on major IFMIS and FMIS design, development, implementation, enhancement, and rollout programmes across Africa, the Middle East, Asia, and the Caribbean. His experience spans the complete system implementation lifecycle—from PFM diagnostics and business process reengineering (BPR) through requirements definition, system architecture, configuration, integration, data migration, testing and quality assurance to capacity building, go-live, and post-implementation sustainability.
His portfolio includes leadership and advisory roles on significant government financial management programmes, including the Somalia Financial Management Information System (SFMIS), Puntland FMIS, Seychelles IFMIS, and Local Councils FMIS in Sierra Leone, as well as World Bank-funded IFMIS and government ERP initiatives in Mongolia, Guyana, Iraq, Antigua & Barbuda, and India.
Beyond his professional responsibilities, Basel has a strong interest in continuous learning and intellectual pursuits. He enjoys reading and playing chess, interests that complement his analytical and strategic approach to both professional and personal challenges.
