The Government of Sierra Leone has been undertaking comprehensive Public Financial Management (PFM) reforms to strengthen fiscal discipline, enhance transparency, and improve service delivery at both central and local government levels.

Local Councils, being at the forefront of decentralized governance, play a critical role in delivering essential public services such as health, education, and local infrastructure.

To strengthen public financial management (PFM) at the decentralized level, the Government of Sierra Leone implemented an Integrated Financial Management Information System (IFMIS) – Petra Financials – across all Local Councils.

The initiative aimed to enhance transparency, improve fiscal discipline, and enable efficient service delivery through automation and standardization of financial processes.
