Somalia

Somalia's public institutions faced severe degradation following decades of conflict and political fragmentation. Rebuilding credible Public Financial Management (PFM) systems became essential to restoring legitimacy, donor confidence, and fiscal sovereignty.

In 2013, the Federal Government of Somalia (FGS) undertook a PFM self-assessment and launched a PFM Strengthening Initiative (2013–2016), recognizing major weaknesses in budget execution, transparency, legal frameworks, and financial controls.

This reform journey included modernization of the legal framework, institutional capacity building, and the adoption of the Somalia Financial Management Information System (SFMIS) to automate core financial operations and improve coherence across ministries, regions, and agencies.

A major driver of these reforms was the need to provide fiduciary assurance, transparency, and traceability of funds for donors and multilateral institutions, as well as to meet the conditions for debt relief under the HIPC / IMF-World Bank frameworks.
